Clipping/converting audio file for phone ringtones

So I got a spiffy new cell phone due to a mistake on T-Mobile's part, and it has Bluetooth support, so I want to upload some ringtones from clips of MP3s/AACs/etc. that I have. However, the greedy fuckers at T-Mobile blocked most of the formats the phone supports (MP3, AAC, etc.) from being set as ringtones. The only format that works is WMA.
So, I have two questions:
1. Is there a free OSX app that will take clips of an audio track? I found a good shareware solution (Fission), but it's $32 and the unregistered version randomly inserts audio fades in the files it exports. I know QT Pro can do it, but that's even more expensive and Fission does it better anyway.
2. Is there any way at all to convert an MP3 (or any other common and non-proprietary audio format, for that matter) to WMA on OSX? Free would obviously be preferable, but I can't even find a decent-looking shareware app that'll do it.

Use Garageband. It's got the best audio engine, and is easiest to use.

Use Garageband. It's got the best audio engine, and is easiest to use. just for clipping and snipping i'd go with Audacity. For creation from scratch yeah Garageband

oh, my mistake. Audacity is easier to use. It's not like I work on Garageband or something...
